About the Position

We’re excited to announce a job opportunity for Geographic Information Systems (GIS) Analyst who will work out of our Oakland office (or hybrid remote and office) on geospatial information management and analysis tasks that support water quality monitoring/assessment, pollutant source identification and control, and data/information management and analytics projects. The successful candidate will focus on geospatial data creation, management, and processing to help our public agency clients improve the quality of surface waters (e.g., local creeks and the San Francisco Bay), the quality of life of Bay Area residents through the identification of current or potential impacts of stormwater (urban runoff), and by assisting with the identification and implementation of controls that address hydrologic and pollutant impacts to these natural resources. The GIS Analyst will work with an experienced team of GIS professionals and under the direction of industry-leading scientists and engineers, most with advanced degrees and over 20 years of experience.

Responsibilities

This position will include conducting desktop GIS and information management tasks. Responsibilities may include, but are not limited to, the following:

  • Conducting complex spatial/surface analysis using a variety of GIS software tools; utilizing multiple databases and GIS software to perform spatial analysis for projects involving major service area.
  • Analyzing and communicating GIS resource needs and implementing GIS projects and applications, databases, and related products for EOA clients; preparing and coordinating project scopes, procedure flow-charts, and schedules with EOA staff and clients.
  • Performing GIS database management and administration tasks; troubleshooting and resolving database problems; monitoring and using database applications; verifying the integrity of data within the database.
  • Designing and modifying database structures, tables, and files.
  • Interacting with clients to determine their business requirements and writing computer programs and/or scripting to automate GIS processes.
  • Troubleshooting hardware and software problems; providing or recommending appropriate solutions and keeping current on the latest computer hardware and software available.
  • Evaluating operations and making strategic recommendations about EOA’s GIS program direction and GIS project priorities. Developing operating standards and procedures.
  • Creating and editing geospatial data, using GPS and digitizing techniques; creating and editing maps, integrating a range of data formats, and using state-of-the-art technology.
  • Attending training meetings to enhance knowledge of GIS system use; applying and documenting new techniques as they are implemented.
  • Providing periodic technical supervision of EOA’s GIS program staff.
  • Developing and generating custom maps to meet specific client/project requirements; researching and responding to client requests for information.
  • Performing quality assurance and quality control on incoming and existing geospatial data sets and providing oversight over data management protocols.
  • Assisting in the development and presentation of materials to clients, regulators, the general public, and at professional conferences.
  • Performing related duties as assigned.

The position will work out of our Oakland office, a converted turn-of-the-century mansion, which is just a few blocks from downtown Oakland BART. Options for hybrid (work-from-home and office) work arrangements are available.

Required Qualifications

  • A Bachelor’s Degree in GIS, Computer Science, Geography, Earth Science, Urban Planning, Mathematics, Engineering, Physical Sciences, Environmental Science, Geology or related field.
  • Proficient in the use of ArcGIS software and applicable extensions.
  • 3+ years of experience working directly with geospatial data.
  • Strong working knowledge of geospatial data collection and analysis methods and their related benefits and limitations.
  • Excellent written and verbal communication skills.
  • Experience in using Microsoft Office applications, especially Word, Power Point, and Excel.
  • A valid California driver’s license and auto insurance.

Desired Qualifications

  • Possession of one or more approved GIS or other relevant certificates and/or completion of other approved technology-related training.
  • Experience in software development and/or coding/programming.
  • Experience in using website development software/applications.
  • Experience with technical writing and the ability to effectively communicate technical information to technical and non-technical audiences.
  • Experience in successfully developing and giving presentations at meetings and conferences that communicate technical results and conclusions.

Applicable Classifications & Base Salary/Compensation

  • Associate or Senior Scientist/Engineer
  • Base Salary Range - $80,000 to $120,000 per year
