Job Description

Description of Position
This position is responsible for management, performance, and completion of smaller, routine to moderately complex new construction and renovation projects.   The Project Manager will act as direct liaison with the client, design team, and contractors regarding project feasibility, design, scope and quality of the work, cost estimating, budget, cash flow management, schedule, and reporting.

Based upon program requirements develop and manage (but not limited to) the following: 
● Selection of the project delivery method
● Selection of the project delivery team
● Scope and quality of the work
● Cost estimates
● Budgets
● Funding and cash requirements
● Schedules
● Work plans
● Contingencies
● Plan reviews and approvals
● Contract both with external and internal service providers and administer the contracts
● Project changes (change orders)
● Reporting requirements (status, scope, schedule, budget, and risk).  

Project Managers are expected to interface with and use accounting, procurement, and project management software.  Analyze, compare and evaluate various courses of action and make independent decisions on matters of significance, free from immediate direction, within the scope of position responsibilities.  Primary activities and decision-making authority are predominately performed independently affecting business operations to a substantial degree.

Project Managers may provide direction to other CPM team members.  

Responsibilities
The central figure on the project team is the project manager â“ the person who is responsible for managing a team of diverse people and interests and for balancing design, schedule, budget, and risk to meet the clientâ™s expectations.  

Position manages a portfolio of building and remodeling projects typically from design through construction completion and project closeout (occasionally from scoping, feasibility and programming) with a primary group of on-going clients.  Establish strong working relationships with design and construction representatives and serve as the University's liaison between internal clients and internal and external service providers. 

Prepares estimates, budgets, schedules and scope documents for assigned projects. Supervises and coordinates the work of assigned construction support units during project delivery. 

Inform clients, designers and contractors about the project delivery process and the CPPM organization. Represent the University during phases of design, pricing and construction and project closeout.

Work as a member of the CPM Project Delivery team and assist leadership and other project managers with the items listed in the project description above.  Participate with other team members in long range planning as well as specific project planning.

Prepare for and administer project review meetings; clarify project goals and track project progress. Administer project closeout and make the final determination on substantial completion and final acceptance. Complete paperwork and manage invoices in order to ensure proper billing for work performed. 

Identify events that could alter the scope, budget and schedule of the project plan and develop contingency plans for meeting objectives. 

Responsible for ensuring that University and Department policies, practices, procedures, rules, labor contracts and guidelines, including Affirmative Action and Equal Employment Opportunity, are followed.  

Makes routine inspections of work in progress and records essential data for the project record. Reviews, endorses and forwards monthly requests for payment.  Assists and participates in arranging for and conducting project closeout and turnover to operations.

Monitor and evaluate performance of consultants and contractors.  Secure or ensure proper permits for construction work performed.  Receive and record feedback from clients regarding the success of projects. 

Reads and familiarizes self with proposal forms, plans specifications and drawings. Maintains project files and records. Completes evaluation forms relating to performance of contractors. 

Performs special assignments as required. 

Positions in this class are non-supervisory under the PELRA definition of supervisor, but may assign, check, and direct the work of others. 

This position will report to the Manager of Construction.

Essential Functions of Position
Direct oversight responsibilities for multiple small construction and renovation projects; direct liaison with clients, designers, contractors and trades people; monitor status of project and ensure timeliness, within cost and scope provisions; project documentation, written correspondence, oral presentations are all essential components of this position.

Work Environment
This position would operate out of an office environment and will include exposure to a construction site environment.

Minimum Qualifications
Four year degree in construction management or a related field and a minimum of six years experience in commercial/industrial construction. Demonstrated success managing to scope, schedule and budget. Work experience must include direct project management experience. 

In addition, candidates must have strong computer skills in the use of word processing, spreadsheet, and graphics presentation for Windows (MS Office Suite â“ Word, Excel, PowerPoint). Prefer experience with Microsoft Project in a construction management context.  Experience working with confidential and sensitive information is required.
